This index evaluated 50 digital platforms across four perspectives and 20 indicators, including user satisfaction and technology use.

Saudi Arabia’s Digital Government Authority announced the findings of the 2025 Digital Experience Maturity Index, which achieved a score of 86.71 percent, earning an “Advanced” rating. This index was developed through a detailed evaluation of 50 digital platforms, assessed across four core perspectives and 20 indicators, including beneficiary satisfaction, user experience, complaint handling, and the utilization of technologies and tools.

Governor of the Digital Government Authority Ahmad Bin Mohammed Alsuwaiyan stated that the results reflect the dedication of government entities to enhancing the quality of digital services and improving beneficiary satisfaction. These initiatives are part of a cohesive national strategy aimed at delivering an accessible, safe, and efficient digital experience that elevates quality of life, facilitates business, and boosts government performance.

He expressed gratitude for the support and empowerment from Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, which has played a crucial role in advancing digital transformation.

Focus on digital inclusion

This year’s index demonstrated growth compared to 2024, both in terms of scope and engagement. The number of evaluated platforms grew from 39 to 50, and the number of participating beneficiaries surpassed 374,000.

The results indicated that the top 10 digital platforms excelled, all attaining an “Advanced” level. The rankings were as follows: Absher platform at 93.95 percent, followed by ZATCA platform at 93.25 percent, Tawakkalna platform at 91.89 percent, Etimad platform at 91.43 percent, Qiwa platform at 91.06 percent, Ehsan platform at 90.95 percent, Ministry of Tourism portal at 90.78 percent, GOSI platform at 90.35 percent, while Sehhaty application reached 89.71 percent, and Senaei platform 89.58 percent.

This year’s assessment placed significant focus on the digital inclusion sub-index, which scored 75.30 percent, categorized as “Competent.” This underscores the increasing recognition among government entities of the necessity of designing digital services that are accessible to all segments of society, including individuals with disabilities and the elderly.

The Digital Government Authority continues to annually refine the methodology of the Digital Experience Maturity Index to align with the latest global trends and reinforce Saudi Arabia’s status as a leader in digital transformation. The Kingdom has garnered substantial international acclaim, ranking first in the region in the Electronic and Mobile Government Services Maturity Index for 2024, issued by the United Nations Economic and Social Commission for Western Asia (ESCWA). On a global scale, it ranked fourth and stood second among G20 countries in the 2024 UN Digital Services Index.

Digital economy contribution to GDP soars to 15.6 percent

In May 2025, The General Authority for Statistics (GASTAT) revealed that Saudi Arabia’s digital economy rose to 15.6 percent of the Kingdom’s Gross Domestic Product (GDP) in 2023, marking a 1.6 percent rise compared to 2022.

Imports of information and communication technology (ICT) goods experienced remarkable growth, reaching SAR54.9 billion in 2023, up from SAR45.8 billion in 2022, reflecting a growth rate of 19.9 percent.

Exports and re-exports of ICT goods saw a significant increase of 76.1 percent, rising from SAR6.7 billion to SAR11.8 billion during the same period.

Also, 71.6 percent of establishments connected to the internet utilized smart devices or systems linked to the internet. Among the most notable of these technologies were smart alarm systems, smart meters, smart lighting, and smart surveillance cameras.
